Shipping/Labeling ready production

I am ready to receive product and start distribution. My wholesaler only allows me to buy in 5 gallon containers. I must then convert into 16 oz bottles with all the instruction and labeling..

Where I can begin with a labeling company that doesn't want a minimum number of orders..?
