I want to develop a website for debt collectors but I have absolutly no experience in web design, how to make money with, and so on.

Let me start with what I'm looking to do:
1. List different websites to find people
2. Post job listings for agencies
3. Make a list of agencies, and what states they are licensed to operate in.
4. Incorporate my muse once finished filming.

Please, any help will do. Good websites, recommended reading, ppc potential, and so on. Is there anyway to have the website I refer pay me? If so, how do I approach them? Thanks everyone!

Wow. That is a big chunk there. What are you looking for? Advice on site design or content? Each of those bullet points is so broad, they could spawn individual muses themselves.

Debt collection itself is very regulated, and that might propose some significant barriers to entry.

My best advice is to sit back, and do what you are good at. Outsource the rest. Watch this guy (http://www.texaswealthclub.com/day-3-saws). Yes he is a bit hokey, and trying to sell you junk, but that is not an affiliate link, and he really does have some excellent advice.
