What's the consensus on how to get a phone muse to market if not a programmer?

I have a few ideas that I'd like to develop and sell through the app store. I hesitate to say that their great ideas, because I'm not sure if they are. But I would use them, have friends and family who are interested in the idea, and have seen the need for each app mentioned online before (via blogs or tweets).

So, is Elance (or something similar) my best bet? Or should I get an NDA and meet with programmers near me?

Also, I've seen some posts on the forums of musers who try to get investors to fund their app outsourcing. Is that move even viable? There's no good reason to pay someone who's going to pay others for their work; the investor could just pay a programmer directly himself. Right?

May be it is not the best idea to start developing of that application without any leverage. If idea is good it could be copied by other companies with experience in mobile development and lot of loyal customers. If it's bad you could loose money. So better to have or create some leverage like loyal community, patents etc.

Also most app stores and mobile platforms are different according to approving your software and possible earnings.
