Obviously I have more to learn, but would someone be so kind as to explain how Pay Per Click works?
For example, if my website has "links" to other sites, could I be paid for pass through traffic?

Generally, PPC refers to the advertising (adwords) portion of a campaign, however it is also used in the manner you are referring to. The most common way to get paid per click, is to build a website that integrates google adsense (adsense.com). There is tons to learn, and I am still working at it myself, but it boils down to this:
You get paid different amounts from different links based on keywords and keyword bids. The trick is to advertise with low cost, less competitive keywords and have a site that features higher cost keywords, thus getting you paid more than you spend.
You could literally spend months reading articles and find there is much more to learn. Especially as google changes and "improves" its algorithms.

This is more specifically Pay Per Click Arbitrage

Thank you for the replies. I just looked up Pay Per Click Arbitrage, and feel the need to clarify my question. (I didn't realize one could make a business out of re-selling clicks.)
For Example,
Let's say I have a site devoted to the Mysterious Vietnamese Giant Catfish and I'm selling audio recordings of their bizarre mating songs. I also have a link to a travel agent who sells guided tours of their habitat. Could I then get paid by the tour company for pass through traffic? If so how whould it be tracked and paid?

That, at least from what I know, doesn't happen on a small scale. In that case, you would get paid upon the purchase of something i.e. an affiliate account. If you were large enough you would sell spots based on pass-through traffic, but just starting out you would be looking at affiliate accounts.
You can use an individual site's affiliate deal, but most use a company such as commissionjunction or linkshare.

i dont think you can track something like that. unless you work something out with the other users. but you can set up your website so that you generate revenue to cover your cost for ppc. like selling text links or ads. you can and should set up affiliates based on what your website is about and can get some money in that sense as well.
for example. you can sell space in your website for other people to have their links or advertisement on. you can easily make a min. $100 per month on just selling a few links. than you can use that to pay for your ppc. and let your site do what it is meant to do to bring in more money for you.
the affilate part of it works like this.
you get traffic by ppc... than those visitors read whatever is on your site. and like the travel agency and buy their service and you get paid for it. but this is not a fixed income. it depends on many factors and some months you might not make enough to cover your expanses... but you can sell text links and charge by the month and they are fixed prices and will come in every month.
ps: Google doesnt like selling textlinks..so your page rank might drop . but if you are using ppc to keep you site up that shouldnt matter much.
